Safe Learning

The Haifa Authority for Community Security works to strengthen the sense of safety among students, parents, and educational staff through the Safe Learning Program – a comprehensive educational prevention program designed to create a safe, healthy, and positive learning environment.

The program includes a wide range of educational, training, and awareness activities aimed at reducing risk situations and preventing violence, delinquency, and substance abuse among youth.

Safe Learning Instructors in Schools

The Safe Learning Instructor is an informal educational figure who operates within the school to prevent violence and reduce hidden dropout.

The instructor builds meaningful personal connections with students, serves as a trusted adult figure, and provides support, guidance, and a listening ear on matters related to personal and social safety.

They integrate into the school staff, help foster a safe school climate, and identify risk behaviors at an early stage.

Their role includes equipping students with tools to cope with peer pressure, bullying, and anti-social behavior, making them a key factor in preventing hidden dropout.

Safe Learning Instructors in Public Spaces

Risks are not confined to schools – young people also encounter them in public areas. Safe Learning Instructors are active in these spaces as well: parks, leisure areas, and gathering places.

They patrol, engage in conversations with youth, and provide practical tools for responsible and safe behavior in social settings.

Prevention and Awareness Activities

As part of the program, diverse activities are held to raise awareness among students, parents, and educators:

  • Safe Internet Use: Workshops on responsible social media use, recognizing online fraud, and protecting against cyber threats.
  • Violence Prevention: Educational activities to prevent violence both at school and in public spaces.
  • Risk Awareness: Training and preparation ahead of holidays and special events, where youth are more exposed to risks such as alcohol consumption or dangerous substances.

Collaboration with Parents and Educators

Parents and educators are key partners in the program’s success. Conferences, workshops, and informational meetings are held to provide them with tools for open dialogue with youth about potential dangers and ways to address them.

These tools help parents and educators identify early signs of risk behaviors and respond in the most effective way.

Our Goal

The Safe Learning Program is dedicated to improving the learning climate and ensuring the personal safety of all students in Haifa.

By investing in prevention, education, and the creation of a safe environment, we strive to ensure that education in the city takes place in a positive, secure, and beneficial atmosphere for all children and youth.
