Abuse of psychoactive substances is a complex social and health issue with serious consequences for individuals and communities. The Haifa Community Security Authority is committed to raising awareness, promoting prevention, and protecting city residents—especially youth and at-risk populations.
What Are Psychoactive Substances?
Psychoactive substances directly affect the mind and brain functions. They are divided into several main categories:
- Depressants – Alcohol, sleeping pills, and sedatives slow down the central nervous system and can cause drowsiness, confusion, and in high doses, life-threatening effects.
- Stimulants – Cocaine, amphetamines, and misuse of Ritalin increase alertness and energy but can lead to anxiety, paranoia, aggression, and heart problems.
- Hallucinogens – LSD, psychedelic mushrooms, and ayahuasca distort sensory perception, induce vivid hallucinations, and alter mood and thinking. They can trigger panic attacks or psychosis.
- Opioids – Narcotic painkillers such as heroin and certain prescription medications (e.g., fentanyl, oxycodone) create euphoria, are highly addictive, and carry a high risk of fatal overdose.
- Cannabinoids – Cannabis contains THC, which produces a “high.” Chronic use may impair memory, concentration, and increase the risk of mental health disorders. Research also shows links between regular alcohol or cannabis use and aggressive behavior.
High-Risk Groups
- Adolescents – Substance use during youth can severely affect brain development, cognition, and coordination, including driving abilities.
- Pregnant women – There is no safe amount of alcohol during pregnancy. Consumption can lead to Fetal Alcohol Syndrome (FAS), causing irreversible physical, mental, and learning impairments.
- Sexual assault prevention – Alcohol and other depressants are sometimes considered “date rape drugs,” as they reduce resistance and impair memory. The “Gatekeeper” program in Haifa nightlife venues raises awareness to prevent sexual assaults.
- Driving under the influence – Alcohol, cannabis, opioids, and even prescription drugs critically impair judgment, reaction time, and driving skills, posing life-threatening risks.
Treatment and Rehabilitation – Recovery Is Possible
Addiction is a medical condition that can be treated. In Israel, a wide range of public and private treatment and rehabilitation services provide personalized care. Evidence-based approaches include cognitive-behavioral therapy (CBT), psychodynamic therapy, and support groups. Programs like “First Step” offer initial support and guidance to individuals struggling with addiction.
